List webhook endpoints

List every webhook endpoint on the authenticated organization. Signing secrets are masked. Supports ?metadata[key]=value exact-match filtering on the developer-attached metadata bag (see MetadataReadMixin). Page-size is fixed at 50; use ?page=N to walk the paginated set.
